What to Do If Dental Treatment in Shenzhen Goes Wrong

You had dental treatment in Shenzhen and something feels wrong now you're back in Hong Kong. Deal with your health first, then with complaints and compensation. Both depend on the same thing: records. Here are the steps in order of urgency.

Step 1: If it's urgent, get care in Hong Kong first

Severe pain, swelling, fever, bleeding that won't stop, or an implant or crown coming out should not wait until your next trip across the border.

• Toothache needing pain relief or an extraction: the Department of Health's dental General Public Sessions provide pain relief and extractions, free for eligible people. See subsidy schemes.
• Facial swelling, fever, or difficulty swallowing or breathing: go to a hospital emergency department straight away.
• Anything else: see a private dentist in Hong Kong and bring every record you got in Shenzhen.

A Hong Kong Dental Association survey in November 2025 found that private dentists each saw, on average, four patients a month needing follow-up after treatment outside Hong Kong, 67% of them for implants. You are not the first, and Hong Kong dentists have generally dealt with similar cases.

Step 2: Gather your records

Whether you go back to the original hospital or make a complaint, you will need:

• your medical and treatment records;
• X-rays from before and after treatment (digital files are best);
• receipts and the written quote;
• the implant card (brand, model, batch number);
• WeChat or call records with the hospital;
• your Hong Kong dentist's findings and report.

If you didn't collect everything before leaving, ask the hospital. Under the mainland Regulation on the Prevention and Handling of Medical Disputes (State Council Order No. 701), patients have the right to inspect and copy their medical records; the hospital may charge a copying fee.

Step 3: Talk to the hospital first

Many problems, such as a loose crown or an uncomfortable bite, can be fixed by the original hospital for free or at low cost. Set out the problem in writing (a WeChat message works), attach your Hong Kong dentist's findings, and ask how they will follow up and whether they will charge. Keep every reply.

Step 4: Formal routes on the mainland

The Regulation lists four ways to resolve a medical dispute:

The Consumer Council points out that the mainland has no independent statutory body that specifically regulates dentists or dental clinics. For a medical-incident dispute, you can complain in writing to the health administration department, but you must provide the medical report yourself. That is why the Hong Kong dentist's report and your records from steps 1 and 2 matter.

Step 5: Consumer disputes can be raised in Hong Kong

For disputes about charges, refunds or contracts, the Consumer Council has cooperation arrangements with mainland consumer bodies, so a consumer can complain to the consumer protection body where they live after returning home.

Guangdong's new rules on consumer-protection cooperation in the Greater Bay Area take effect on 1 October 2026, and Hong Kong and Macau residents can file through the Greater Bay Area consumer complaint referral platform. Wen Wei Po reported that the platform has handled more than 1,000 Hong Kong- and Macau-related complaints since 2019. The rules don't specifically mention medical care, so medical incidents generally still go through the dispute routes above.

The Consumer Council has handled a related case: a customer persuaded by a Hong Kong business to have a tooth-reduction procedure at its Shenzhen partner clinic had problems with the aligners afterwards, and about HK$8,000 was refunded after mediation.

Prevention beats cure

Generally yes; Hong Kong dentists now see these cases often. Bringing the implant details and X-rays makes assessment and treatment more accurate.

Do I have to go back to Shenzhen to complain?
