Which scheme fits you?

Who: Anyone can register. Hong Kong ID holders and Hong Kong-resident children under 11, among others, count as eligible persons
Covers: Pain relief and extraction (one tooth per visit). No scaling, fillings or dentures
Cost: Free for eligible persons; HK$850 per visit plus HK$90 per drug item for non-eligible persons (from 1 Jan 2026)
How: 11 government dental clinics. Enter the online ballot 6:00–11:30am via the eHealth app, iAM Smart or the DH website, or register in person 8:30–11:30am. Half the places go first to people aged 65 or over

Who: Hong Kong ID holders registered with eHealth who currently receive the Old Age Living Allowance, a Community Care Service Voucher (co-payment level 2), integrated or enhanced home and community care or home support services, or an HA medical fee waiver. Homeless people are included from 2026
Covers: Check-ups, X-rays, pain relief, fillings, extractions; from Jan 2026 also scaling, root canal treatment, bridge and crown removal and removable dentures
Cost: Two categories. Category A: everything free except dentures (HK$500 a set). Category B: HK$50 per filling or extraction, HK$50 for scaling, HK$50 per root canal, HK$1,000 per denture set. Check-ups, X-rays and pain relief are free
How: Run by 32 NGOs at about 80 service points across all 18 districts. Co-payments can be paid with Elderly Health Care Vouchers

The Community Care Fund Elderly Dental Assistance Programme stopped taking new applications on 1 Jan 2026 and is replaced by the CDSP

Who: Aged 65 or over with a valid Hong Kong ID card or Certificate of Exemption
Covers: Usable with enrolled private dentists (check-ups, scaling, fillings and more) and for CDSP co-payments
Cost: HK$2,000 a year, up to HK$8,000 in the account. Reward pilot: spend HK$1,000 in a year on designated primary care (including dental check-ups, scaling, extractions and fillings) and get an extra HK$500; extended to the end of 2028
How: The Greater Bay Area pilot now covers 19 institutions at 21 service points in all nine mainland GBA cities, including HKU-Shenzhen Hospital (dentistry) and two dental providers in Shenzhen. Vouchers can't pay for inpatient care or prepaid services

Who: Participating primary school pupils (P1–P6)
Covers: Yearly check-up, scaling, fillings, extractions and oral health education; no orthodontics
Cost: HK$45 a year for eligible pupils
How: Enrol through the school

Who: Hong Kong adolescents aged 13–17 (or turning 13 that year) with an ID card and an eHealth account
Covers: Once a year: check-up, risk assessment, scaling, self-care advice and fluoride if needed
Cost: The government pays HK$200 a year; suggested co-payment HK$200 (each dentist sets their own)
How: About 200 private dentists at 220+ locations take part; find one on the scheme website

Covers: Specialist oral and maxillofacial surgery and dental care
Cost: Hospital Authority charges apply
How: DH's hospital dental service joined HA on 6 Feb 2026 and runs at 7 hospitals; referral is normally needed

Who: Patients whose cases suit teaching; treatment is by dental students under supervision
Covers: Depends on teaching needs; can include hygiene therapy, dentures and crowns
Cost: From 1 Mar 2026: HK$50 per attendance day, HK$100 for a hygiene course, HK$430 per acrylic denture arch, HK$760 per metal denture arch, HK$870 per crown or bridge unit
How: Courses take longer and waiting times can be long
